OVERVIEW

Jubilee Impact Fund directs faith impact investment and lending to Christian community development by establishing impact investment funds and enterprise program models. Jubilee’s biblical vision is to rebuild, restore and renew cities of hope and human flourishing around the United States. 


By partnering with local investors, churches and faith-based organizations, Jubilee directs capital into business and real estate ventures in at-risk neighborhoods that employ women, youth, and minorities supported by Christ-centered ministries. Jubilee is raising Christian community development impact investment funds in metropolitan areas around the country. 

CONSULTING SERVICES

As we work with nonprofits across the country that we reach out to or that contact us, we provide cost-free technical assistance to them as needed, irrespective of whether we also ultimately connect them with loan capital. Our goal is to be a helpful clearinghouse of ideas and resources for (1) project structuring and financing programs, (2) connection to experts in the community development field our nonprofit partners may not be aware of, (3) industry best practices, and (4) what we have learned from many community development scenarios we have been part of. The assistance we provide may involve the following: 

  • Discussion of strategies for building capacity to execute, operate and sustain projects. 
  • Guidance on development of project teams, timelines, and contracts.
  • Review and improvement of financial statements, budgets, and other documents. 
  • Sharing of best practices for management and governance from other high-performing nonprofits.
  • Connection to external capital and development resources from across the region. 
  • General troubleshooting of unforeseen challenges in project completion.

The projection that thousands of churches will be closing presents a unique challenge and opportunity for the Body of Christ.

We are at a generational moment relating to historic churches throughout the United States. Thousands and thousands of churches face the challenge of deteriorating properties, shrinking and aging congregations, and radically changing neighborhood demographics. Many local churches and denominations face the difficult choice to close the churches and sell the properties or find other solutions that connect with their intrinsic Christ-centered missions and callings.

"Kingdom" Solutions & Opportunities

Jubilee Impact Fund offers solutions. There are creative possibilities that can turn "lemon" situations into "lemonade." The assets of land with the support of lenders, investors and other partners, can assist congregations and denominations enact solutions that can benefit the church, the community, the neighborhood, and hence redeem properties, create new revenue streams, and realize a brighter future for all concerned. 


Housing Development

There are a myriad of housing solutions that can be developed. The affordable housing shortage is acute in many cities and under resourced neighborhoods. Churches often have large parking lots or related lands that can be re-purposed as well as the principal structures themselves. Jubilee Impact Fund assists churches in the conceptual, planning, architectural, zoning, management, and other technical processes to bring projects to reality.

Enterprise Development

Jubilee Impact Fund seeks to revitalize neighborhoods by revitalizing the people who live there. The seeds of greatness, promise, and enterprise lie within the hearts and minds of young and old. Jubilee supports seed initiatives through early stage funding at the micro and even more macro levels to engender enterprises that positively impact communities.

Expanded Social Services

The Kingdom Gospel we embrace reaches the whole person and empowers development at multiple levels. Churches can expand their ministries through developing creative service and training ministries and organizations that impact members of the community including: job development, life skills training, day care facilities, and more.

Minority & Women-Owned Businesses

With the assistance of start-up small business accelerators Jubilee and partner churches and development agencies support entrepreneurs from the neighborhood with a special focus on minorities and women of color. Our programs provide training, capital, mentoring and other support for the MWBE small businesses.

Green Sustainability

Jubilee Impact Fund develops sustainable development that is based on new green technologies in design, energy, construction, and life practices. We offer wide-ranging expertise in architecture, funding, law, and related community development.

Wilbert Fobbs III

Wilbert Fobbs is a strategist and management consultant focusing his inventive problem solving skills on linking America’s recovery to global economic competitiveness, the “clean economy” and job creation for a talented but as of yet untapped urban workforce. Additionally, he spent two years as interim Director of Marketing for a large human services non-profit, 5 years as Chief Technology Officer for a national marketing agency, two years as Director of Architecture for a Fortune 500 automotive supplier and held several other positions in the financial services industry in which his accomplishments made a significant impact. Wilbert focuses on rapid and sustainable growth for communities, organizations, and churches. Sowing and seeing growth in individuals, families, and communities is his passion. Empowering, Inspiring, and connecting teams is his focus.

Jerome Garciano

Founder & New Market Tax Credits Expert

BIO

Jerome Garciano is the foundfer of Jubilee Impact Fund and continues to serve in a key leadership role as well as our expert on newe market tax credits. With a nationwide network of key leaders and individuals in community development, Jerome forged the early years of Jubilee and developed the blueprints for what is being built today. Jerome is an attorney, CPA, architect, husband, and father with a passion for Christian Community Development.


As an attorney, Jerome represents lenders, equity investors and developers in real estate development, tax incentive transactions and tax credit project financing. A skilled transactional attorney and CPA, Jerome has deep and diverse experience in affordable housing, renewable energy, community and economic development project finance deals. With over 20 years in the low-income housing tax credit industry, Jerome specializes in affordable housing and community development finance. He has closed numerous nonprofit-sponsored real estate transactions financed with New Markets Tax Credit financing, including education, health and community services facilities. As a LEED accredited professional and with his background in design and construction, Jerome advises clients on energy efficiency and renewable energy tax incentives as well as promotes programs and tax policy initiatives for green energy and sustainable real estate development. 

Andrew Robinson

Chairman |  Entrepreneurship / Workforce Specialist

BIO

Andrew oversees Mosaic CCDA’s day-to-day operations and develops strategic partnerships and funding to provide job training and work opportunities to unemployed and underemployed workers in Benton Harbor and Berrien County, Michigan. He most recently served as executive pastor and chief operating officer of Evangel Ministries, Inc. in Detroit. He was also managing director of E.M.E.R.G., Inc. (Evangel Ministries Economic Restoration Group) and was instrumental in managing collaborative partnerships with urban restoration activities involving Urban Ministries, Inc., Made to Flourish, Kern Family Foundation, SOAR Literacy program, the Detroit Economic Development Corporation and Life Remodeled. Andrew earned a Bachelor of Arts degree in History from Grand Valley State University, Allendale,Mich., and a Master of Arts degree in Medieval Studies from Western Michigan University, Kalamazoo, Mich.

John Lewis III

John Lewis III serves as Chief Operating Officer for Jubilee Impact Fund. Mr. Lewis resides in Greensboro, North Carolina and since 2011 has owned operated New Paths Development and Consulting. New Paths was the lead developer for the Ridgeway Landing multi-family development project featured below. New Paths is a commercial real estate development and financial consulting firm that specializes in the development and construction of affordable housing and workforce housing. Its team consists of professionals who are experienced in all phases of Development, Construction, Financial Services, Business Consulting and Real Estate. Mr. Lewis brings his expertise and experience to bear for Jubilee projects nationwide.

Aisha Benson

CEO of Nonprofit Finance Fund

BIO

Aisha Benson is EVP/COO for TruFund Financial Services, a Black-led, non-profit CDFI with 20 years of experience providing affordable loan capital and business advisory services to historically disadvantaged small businesses and non-profits. Aisha is responsible for directing, managing, and integrating multi-disciplined team functions related to the delivery of lending services, tax credit deployment and TA programs across TruFund’s footprint. Prior to TruFund, Ms. Benson served in VP roles in the commercial lending departments of Carver Federal Savings, Banco Popular, and JP Morgan Chase. Aisha has 27 years’ experience deploying capital to Low Income Communities, including acquisition, construction and permanent finance projects. She has deployed $130 million in NMTCs and $175 million of capital to low-income communities, including $75 million in loans to small businesses and non- profits. Based on her vast experience, Ms. Benson serves on several key industry Boards, including Opportunity Finance Network (OFN), the NMTC Coalition (Board President) and NY CDFI Coalition (founding member and Board VP). Aisha is a licensed Minister of the Gospel currently serving at Living in Jesus Ministry in Newburgh, NY. Ms. Benson holds a B.A. in Psychology, Cum Laude from Columbia University and a certificate through a Citi/OFN Sponsored Leadership Training Program for CDFI Executives at Wharton University.

Eric Quan

Co-Founder of

Eric co-founded Telos Ventures after being called by God to find a way to integrate his business and pastoral experiences. After starting his career at Accenture, Eric increasingly pursued entrepreneurial opportunities including Advertising.com, Quintessential Realty, and The Quan Group. Eric’s most recent role prior to founding Telos was as the Campus Director of Menlo Church San Mateo where he lead the staff team and congregation with a combination of pastoral and executive responsibilities. Eric holds a Bachelor of Arts in Economics and Sociology from Johns Hopkins University and a Master of Business Administration from the Haas School of Business at University of California at Berkeley.

Matt Farmer

VP National Christian Foundation

BIO

Matt Farmer serves as an advisor to Jubilee Impact Fund and as a connector to Nationsal Christian Foundation. He joined National Christian Foundation in 2019 as vice president of NCF Heartland in Overland Park, Kansas. He leads a regional effort with a strategic emphasis on the Kansas City metro area. Prior to NCF, Matt was director of operations for five years at The Hope Center, a comprehensive community development organization in east Kansas City, Missouri. While there, he spearheaded real estate and economic development initiatives and oversaw day-to-day activities. Matt is a lifelong learner. He’s an MBA graduate of Washington University in St. Louis. He also holds a master of divinity degree from Denver Seminary and a bachelor of science degree in social sciences from the U.S. Air Force Academy, followed by 12 years of service in the U.S. Air Force. Combining his passion for the Lord and his love of sports, Matt is a chaplain with Baseball Chapel, an international ministry recognized by Major and Minor League Baseball. He serves as the chaplain leader for the Kansas City Royals.

Jubilee Impact Fund grows ministry-led social enterprises, entrepreneur-driven small businesses and community development-based ventures around the country. Our vision is the flourishing of market solution businesses in each metropolitan region of the United States that would serve to seek the total peace and prosperity of local communities and neighborhoods in the spirit of Isaiah 61 and through the power of the Gospel of Jesus Christ. 


Our specific outcomes are listed below. These are specific and tangible objectives like more housing and new jobs. Our broader goals are more pervasive and consequential relating to peace, reduction of crime, healing for families with restoration, and other results of good news preached to all. We believe loving our neighbors non-transactionally will bring about a blessing for all and live up to our namesake of Jubilee.

So whether it's an apartment complex, family-occupied home, senior living center, etc. the outcome we seek is a place for people to thrive... free of fear with faith and hope.

AFFORDABLE MULTI-FAMILY HOUSING

Our goal is to solve the crisis of affordable housing in many metropolitan areas. There is not a one size fits all answer. Rather we seek to support housing development that aligns with the neighborhood and with the vision of the church and key partners. Our focus is multi-family development because that offers the best value and outcomes for the work involved. 

WOMEN AND MINORITY-OWNED BUSINESSES

In coordination with city and regional partners, Jubilee supports small business accelerators supporting entrepreneurs from the neighborhood with a special focus on minorities and on women of color entrepreneurs. Our program provides training, capital, mentoring and other support for the MWBE small businesses.

SHALOM

The desired outcome of Jubilee's development work can be captured in the Hebrew word, "SHALOM" which means peace. Reconciliation is the essence of shalom—restoring relationships where nothing is missing and nothing is broken. For a community,  "SHALOM" captures the desired aim of tranquility, harmony, safety, joy, and love. The goal of our efforts is an impact on the community that blesses those of faith and all members of the community with the blessing of life from the Father.

Our goal is to support enterprises that provide living wages in neighborhoods and communities. We seek the outcome of new industries that can employ and develop people so they can attain new skills, develop personally, and contribute to their families and society.

The area called Ridgeway Landing was a blighted area that had seen no development since 1980.  This project redeveloped the land and 32 unit townhomes were developed creating an affordable workforce housing community. Many obstacles were overcome including infrastructure challenges, C&D landfill, sloping topography, wetlands, retainer walls, need to truck dirt, etc. The project was completed and certificate of occupancy was issued in July of 2029. 

Project Cost $4M | Construction Period ~14 Months | Outcome - 100% Leased | Rental Rate - $1015.00/Month

​OUR 9 INVESTMENT VALUES

Jubilee Impact Fund values biblical understanding that God owns the earth, the land, and everything in it, God’s people must be good and faithful servants in stewarding what God has entrusted them with and that God’s people are to share God’s resources among themselves with mercy and justice. Our values are grounded in Biblical principles, with a special focus on Matthew 25 (Stewardship), Leviticus 25 (Justice), and Deuteronomy 15 (Mercy). Below are nine values originally developed by Dr. John Perkins as principles for Christian Community Development. We use these principles as criteria for evaluating potential projects to fund and as for monitoring and assessing the efficacy of our projects.

Listening

Jubilee invests in companies that are asset-based community development ministries that listen to and leverage the assets of the poor. 

 We must listen to and be led by the people we are serving - Philippians 2:1-4.

Jubilee invests in companies that are discipleship ministries that develop indigenous leaders and engage in Kingdom mentoring for long-term growth, and intergenerational channels of capital distribution and community development.


We must provide pathways to leadership for those undervalued - Matt 20:24-28

Reconciling People to People

Jubilee invests in companies that embody peace ministries, actively counteracting harmful racial, ethnic and economic barriers between God’s people while encouraging Kingdom unity and diversity.


We must address racial injustice and heal broken relationships across differences - Eph. 2:14

Address Systems of Injustice

Jubilee invests in companies that actively seek to address injustices whereever they are present in the community and model an alternative ethic and business practices that are Christ-honoring and fully reflective of the second great commandment to love others as ourselves.


Supplant broken systems with those that are just and equitable - Amos 5:6-15

Affirming Dignity Through Empowerment

Jubilee invests in companies that emphasize employment and economic development to empower the poor, while actively counteracting harmful dependency in assisting the poor while encouraging Kingdom freedom and reliance on the Holy Spirit. 


We endorse asset-based community development that affirms God-given dignity to all - Lev. 19:9-10

Meeting the Needs of the Whole Person

Jubilee invests in companies that are gospel ministries that focus equally on spiritual and material needs of the poor and which thus actively counteract harmful simplistic segmentation while encouraging the integrated proclamation and demonstration of the Kingdom.


Love people to see gospel centered community flourishing— Matt. 22:36-39

 

Distributing God's Resources Justly

Jubilee invests in companies that steward and use God’s resources to work for justice for the poor, actively counteracting harmful economic inequality in the distributions of God’s resources while encouraging Kingdom repentance and restoration of creation. 


We must achieve economic health for those on the margins - 2 Cor. 8:9-15

Being Present Among Those in Need

Jubilee invests in companies that are incarnational (i.e. "God with us") ministries that support relocators, returners, and remainers living and serving in community, actively counteracting harmful exclusive gentrification while encouraging Kingdom sacrifice and lifestyle interdependence.


We must be in solidarity with the poor - John. 1:14

 

Grounded in the Local Church

Jubilee invests in companies and enterprises that are in partnership with and aligned with the spiritual authority of local church ministries committed to serving and equipping the poor.


Equip & mobilize the church to use God-given talents to help people - Eph.. 4:11-16
